The clouds in a certain region of earth were reputed to be very harsh and unfriendly. The living conditions were not considered conducive anymore. The natives were slowly moving away from their habitat.
There was gossip among the clouds that their colleagues who operated in that region did not follow the protocol. There were clear instructions about the amount of water that can be released in each region. A small deviation was acceptable. Ensuring the well being of the inhabitants and adjusting the rainfall was considered good work ethics.
Over a period of time this kind of behavior among clouds seemed to increase and there was an inquiry ordered into the matter. A certain young cloud was given the responsibility of fact collection. It was always the younger ones who got these responsibilities because the older/heavier ones were more prone to draining out during the process.
The fact finder cloud traveled far and wide collecting as much information as it possibly could. It had to make sure that it doesn’t get too heavy. It had to wean away the unwanted information on the way by raining it out. Maintaining a certain weight and humidity was the key.
When the cloud returned to the cluster of clouds and presented the data, those gathered there were surprised. None of the clouds in the suspected regions had gone astray. They were all following the protocol.
The many rounds of discussions proved that the problem was not caused by the clouds. The same amount of downpour as earlier was causing destruction now because those places had become devoid of vegetation.
The cluster decided not to blame the clouds in those regions anymore. The quantity of rain for every region was calculated based on a lot of factors. It was clear that the clouds would not change to accommodate the wrong decisions of others.
They left it to those affected to find a balance and mend their ways.
